HIFL Draft Rules



HIFL Rules – 2012/13

-          11 aside, rolling/ unlimited substitutions, unlimited squad size
-          Players may only represent one team per HIFL season
o   All teams must try to keep their squad consistent – drafting in players for one-off games or paying players to play is not considered sporting behavior.
-          45 minutes a half, 15  minutes half-time
o   unless the game has to start late, in which case 40 minutes, 5 minutes half-time
-          Each team will pay for the venue for their home games
-          Home teams must have two footballs and bibs if jerseys clash
-          All teams must confirm their participation in scheduled games by 10am on Thursdays
o   It is the home team’s responsibility to confirm their referees
-          Each team will pay for referees for their home games
o   If the referees are absent teams may agree a suitable candidate to officiate
§  Such games will require absolute honesty from both teams in the case of any controversy (eg injury-time / penalties, etc) – any problems shall be referred to the committee of representatives from all teams
-          Teams should be at the pitch 15 minutes before kick-off
o   Away teams must have at least 8 players at the pitch 15 minutes after kick-off time
§  Failure to do so will result in a 3-0 forfeit
§  Tay Mo is an exception: away teams have up to 30 minutes to field 8 players
-          Red cards:
o   Players getting sent off for two yellow cards will not be penalized
o   Players receiving a direct red card will receive a one-match suspension
-          Both teams must send a report to the league coordinator by 10am the following Monday
o   Reports should include: score; goal-scorers; red cards; noteworthy incidents

Fair Play
-          There will be a committee of representatives from all teams who will tackle any major issues
o   Meetings of this committee shall be chaired by the league coordinator
o   If a majority decision is not forthcoming the league coordinator will decide
-          All squads will line up and shake hands before and after games (not just starting team)
-          Teams are responsible for their supporters, home teams are responsible for any passers-by
-          Unsporting behavior shall not be tolerated and any guilty parties shall by suspended
-          Excessive use of foul and abusive language must be discouraged
-          Referees decisions must be respected, players cannot shout at referees
o   Any problems with perceived referee bias must be reported to the committee
